The Tanker sinking was just a cover to make the Big Shell to camouflage the Arsenal Gear's creation. It also has a AI programmed into it's main frame, the neural AI. And this aided the Big Shell inncident by controlling Raiden with the neural AI. This unit was also equiped with the purified hydrogen bomb. And was also equipped with regular nuclear warheads, numbers in the thousands. On the exterior,its a floating city, almost invulnerable to a attack, and along with the Rays, made it a awsome force.
